Blow them up to various sizes so your chandelier will have various sizes of balls. Then get some glue and string. Dip the string in the glue and the make sure it is good and coated. Wrap the glue covered string around the balloon until it is nice and covered to your liking. Once the glue is dry give the ballon a pop and pull away whatever sticks.
